While the DoD has no formal definition of “near-peer adversary,” the term is common organizational jargon for references to the People’s Republic of China (PRC) and Russia. Thus, the Pentagon characterizes China as a near-peer based entirely on a set of metrics that it established to measure its own capabilities.
