moving the goalposts
The phrase “moving the goalposts” is a metaphor derived from goal-based sports. It means to change the rule or criterion of a process or competition while it is still in progress, in such a way that the new goal offers one side an advantage or disadvantage1. This phrase is often used to describe situations where someone changes the rules or conditions of a situation to gain an advantage for themselves and make things difficult for others.
