The United States said Tuesday it let Moscow send an airplane to Washington to pick up diplomats despite a ban on commercial flights and called for reciprocal treatment.

“The US government allowed the Russian government to send a charter flight to the United States to transport to Russia those Russian diplomats whose assignments have ended,” State Department Spokesman Matthew Miller told reporters.

Miller said he had no details on the number of diplomats involved and said that the United States wanted “strict reciprocity” from Russia.

“In exchange for granting these courtesies, we expect Russia to maintain open transport for our diplomats and cargo to our embassy in Moscow,” he said.

The United States banned all Russian aircraft from its airspace, and US carriers do not fly over Russia, as part of measures taken to pressure Moscow over its February 2022 invasion of Ukraine.

The United States has had only limited high-level diplomatic contact with Russia during the war, in part to arrange the release of detained Americans.

Nikolaev spent almost forty years in the diplomatic service. He was an adviser to the Soviet Embassy in Vietnam and the Philippines, head of the reconstruction Department of the OSCE mission in Kosovo... After the collapse of the Soviet Union, he was the Consul General of Russia in Ukraine for five years (from 2003 to 2008). In recent years, before retiring, he headed the Russian diplomatic mission in Bangladesh. They say about him: a person is not just not aggressive, but has a subtle sense of the interlocutor and is able to find an approach (calm, arrange) to the most difficult characters. So what happened to him still does not fit in the head of anyone who knows him.

And here's what happened.

On June 17, about 19.40, Nikolaev, lying unconscious in blood, was found by passers-by in the Konakovsky district of the Tver region. An ambulance was immediately called.

- Dad has a dacha in this area, - says daughter Ksenia. - That day he saw his mother off on the train to Moscow and went home from the station. On the way I stopped at the grocery store. I will immediately notice that he was sober. And it's not just from Mom's words. I found a witness who spoke to him on the phone a few minutes before the tragedy. In my father's bag there were only tomatoes and ice cream. Near the store, a man approached him, who struck several blows. For what? Why? We can only guess. Dad is still in a coma.

The ex-ambassador was first taken to the reception department of the Konakovskaya CRH, where his wife Marina Stanislavovna and daughter arrived the next day. Both women claim that he was covered in blood, bruises and bruises, and could not breathe without a ventilator.

The ex-ambassador was urgently transferred from the district hospital to the department of neurosurgery of the Tver Regional Hospital. Both there and there, for some reason, they wrote in medical documents that he received injuries due to a fall from a height of his own height (one of the certificates indicated that it allegedly happened at home).

- When I arrived at the Konakovskaya CRH, I asked to submit any medical documents describing the injuries, - says Ksenia. - But I received a refusal from the duty surgeon Romanov. To the question: "Have they informed the police in what condition the father was delivered?", he replied: "Everything that is necessary has been done." The Tver Regional Hospital also did not provide me with medical documents containing information about the number and places of my father's injuries. And two days later I found out that there was no message to the police from there either.

How it turned out that Tver doctors, contrary to the instructions and the law, did not notify the police is a question. The first to report injuries to law enforcement agencies were the doctors of the Sklifosofsky Research Institute (Nikolaev was taken there three days later). They also provided a list of all damages (almost per page).

On June 19, Ksenia appealed to the OMVD of Russia in the Konakovsky district with a written statement about the crime against her father. By that time, the girl had conducted her own investigation, interviewing local residents. And it turned out that one should look for a certain Alexander Konopelko, the founder of the Konakovsky farm Cossack society. Locals say that he is a friend of the police chief, that he often attracted his Cossacks to protect public order.

Konopelko was interviewed. He claims that he met a stranger, there was a conflict. Konopelko pushed him, and he fell. And supposedly that's it. But the fact is that both men knew each other well, communicated. So why talk about a "stranger"? And why didn't he call an ambulance when he saw that the fallen man showed no signs of life?

Anyway, a criminal case has not yet been initiated. Ksenia appealed to the prosecutor's office, asked for a preliminary examination of her father's injuries, checking Tver hospitals for negligence. She was told that they had sent an appeal to the place of the incident — to the Konakovsky district. The usual thing, I must say. Unsubscribe.

If this is how the attack on the ex-ambassador is being investigated, then what can we say about the victims from the "number of ordinary mortals"? Nikolaev still hasn't regained consciousness, so he can't tell about what happened. And Konopelko did not answer our questions. Fortunately, the Foreign Ministries have promised to take this story under special control.

Власти США дали согласие на вывоз из страны российских дипломатов чартерным рейсом. Об этом заявил официальный представитель Госдепартамента Мэттью Миллер. Его слова передает РИА Новости.

Отмечается, что теперь американская сторона ожидает аналогичного решения от Москвы. Он подчеркнул, что Вашингтон придерживаемся принципа взаимности с Россией в отношении специальных транспортных миссий для дипломатического персонала и грузов. Миллер добавил, что речь идет о чартерном рейсе, которые заберет российских дипслужащих.

Речь идет о самолете Ил-96-300, который вылетел из Внуково 27 июня в 09:27 мск. Этот самолет используют высокопоставленные российские чиновники и журналисты кремлевского пула. Как объяснила официальный представитель МИД России Мария Захарова, он должен вывезти российских дипломатов, которых американские власти обязали покинуть страну. Она обратила внимание, что это связано не с высылкой дипломатов, а с ограничениями, которые Вашингтон создал для работы российских загранучреждений.

Николаев почти сорок лет провел на дипломатической службе. Он был советником посольства СССР во Вьетнаме и на Филиппинах, главой отдела восстановления миссии ОБСЕ в Косово... После развала Союза он пять лет (с 2003 по 2008 годы) являлся генеральным консулом России на Украине. Все последние годы перед уходом на пенсию возглавлял российскую дипмиссию в Бангладеш. Про него говорят: человек не просто не агрессивный, но тонко чувствующий   собеседника и умеющий найти подход (успокоить, расположить) к самым сложным персонажам. Так что произошедшее с ним до сих пор не укладывается в голове ни у кого, кто его знает.

А вот что случилось.

17 июня около 19.40 Николаева, лежащего в крови без сознания, нашли прохожие в Конаковском районе Тверской области. Сразу вызвали «скорую помощь».

- У папы в этом районе дача, - рассказывает дочь Ксения. - В тот день он проводил маму на электричку до Москвы и пошел от станции домой. По пути заглянул в магазин за продуктами. Сразу замечу, что он был трезв. И это не только со слов мамы. Я нашла свидетеля, который с ним говорил по телефону за несколько минут до трагедии. В сумке у отца лежали только помидоры и мороженое. Около магазина к нему подошел мужчина, который нанес несколько ударов. За что? Почему? Мы можем только гадать. Папа до сих пор в коме.

Экс-посла доставили сначала в приемное отделение Конаковской ЦРБ, куда на следующий день приехала супруга Марина Станиславовна и дочь. Обе женщины уверяют, что он был весь в крови, в гематомах  и синяках, без аппарата ИВЛ не мог дышать.

Из районной больницы экс-посла экстренно перевели в отделение нейрохирургии Тверской областной больницы. И там, и там в медицинских документах почему-то написали, что травмы он получил из-за падения с высоты собственного роста (в одной справок указали, что произошло это якобы дома).

- Когда я приехала в Конаковскую ЦРБ, то попросила   представить  какие-либо медицинские документы с описанием  телесных повреждений, - рассказывает Ксения. - Но получила отказ от дежурного врача-хирурга Романова. На вопрос: «Сообщили ли в полицию, в каком состоянии доставлен отец?», он ответил: «Всё, что надо, сделали». В Тверской областной больнице мне также не  представили  медицинских документов, содержащих сведения о  количестве и местах телесных повреждений у  отца. А два дня спустя я узнала, что и оттуда сообщении в полицию не поступало.

Как получилось, что тверские медики вопреки инструкции и закону не стали оповещать полицию — вопрос. Первыми, кто сообщил о травмах в правоохранительный органы, стали врачи НИИ Склифософского (Николаева туда доставили через трое суток). Они же предоставили перечень всех повреждений (почти на страницу).

19 июня Ксения обратилась в ОМВД России по Конаковскому району с письменным заявлением о преступлении против ее отца. Девушка к тому времени провела и собственное расследование, опросив местных жителей. И выходило, что искать следует некоего Александра Конопелько, основателя Конаковсокго хуторского казачьего общества. Местные говорят, что он друг начальника полиции, что тот часто привлекал его казаков для охраны общественного порядка.

Конопелько опросили. Он уверяет, что встретил незнакомца, произошел конфликт. Конопелько  толкнул его, а тот упал.  И якобы на этом все.  Но дело в том,  что оба мужчины хорошо знали друг друга, общались. Так зачем говорить о «незнакомце»? И почему не вызывал «скорую», увидев, что упавший человек не подает признаков жизни?

Как бы то ни было уголовное дело до сих пор не возбуждено. Ксения обратилась в прокуратуру, попросила провести предварительную экспертизу повреждений отца, проверку тверских больниц на предмет халатности. Ей ответили, что передали обращение по месту инцидента — в Конаковский район. Обычное дело, надо сказать.   Отписка.

Если так расследуют нападение на экс-посла, то что говорить про потерпевших из «числа простых смертных»? Николаев до сих пор не пришел в сознание, так что рассказать о случившемся не может.  А Конопелько на наши вопросы не ответил. К счастью, Министерства иностранных дел пообещали взять эту историю на особый контроль.
